Interim outdoor living site.
UNIFIED DEVELOPMENT CHAPTER
An interim outdoor living site is a facility that provides short-term, temporary
shelter, such as an outdoor encampment, temporary small houses, or overnight parking lot, and which typically does not require payment of monetary charges.

Tougher Crowd
Opening second “Safe Bay” /safe parking site
Towards the end of last summer, staff said they noticed a tougher crowd of clients (more apt to violate the code of conduct). To some degree, this crowd was scaring off the initial clients. For this reason, Stepping On Up arranged for a second ‘Safe Bay’ site for people living in their cars to open in Spring 2024.
With two safe parking sites, it is envisioned that two separate target audiences, living in their cars, can be reached:
1) People newly experiencing homelessness
